First step after all necessary items are loaded is to go to the backend of WordPress. I would start by creating a test page for the popup. After your test page is created you can then create a popup.
Find templates under Elementor in the WordPress dashboard panel, then click popup from the dropdown list and select add new. Next, either select a template or start to build your popup from scratch. From here you can edit your popup to whatever design you like.
